Roof Addic Construction Design for Council

I require someone with engineering qualifications for minor construction work to submit to council. I am wanting to make an additional room in a roof attic at my parents home to enable me to live with them as a care taker as parents are getting to the age where they require a family member close by for times of need. I am required by government and council to submit an engineering report to obtain approval for structural changes for the project to go ahead. To enable the project to be possible, I am seeking someone qualified in the relevant field to submit appropriate paperwork to council at a decent, fair and reasonable price. It is not a complicated project. I do know that rafters need strengthening and the roof ridge needs support among other things.
