High Quality Backlinks needed

Our company is looking for very high quality backlink building. I would rather 1 really good link than 500 really crappy ones. Here is what I am looking for: - Quality links on inner pages of quality sites that are related or semi related to my site. There must not be any obvious outgoing paid links to other sites. - Each article submitted must be 100% unique and of high quality. - I Don't mind paying a webmaster to create a new page on their site and making new content for them along with a link back to my site - backlink anchors must all be natural and varied. - looking for various sources of backlinks, not just a bunch of backlinks from all blogs, article sites etc - You must be willing to get your hands a little dirty and seek out potential sites to pitch and get them to agree. Do NOT offer me bogus directory submission packages or any other automated crap. This can be an ongoing monthly gig if you do this correctly. Our sites are around all kinds of topics - everything from candles to cancer. We have many sites that need backlinks so this is for ongoing work.
