SEO Expert Needed to Bring Back Our Rankings

We need help. We have been told our website has been penalized by Google and we need help to repair this. Our website was established in 2004 and currently has a PR3 rating, it would be considered a small site, but we did quite well in our category. We have dropped from page 1 on Google for our top keywords to between pages 6-9 and our traffic has dropped off considerably. We still rank at the top of page 1 for a few of our minor keywords that are now what is driving traffic to our site and we want to make sure we do not make things worse and lose those. We are looking to have our main keywords back on page 1.
