B2B Lead Generation, Cold Calling and Appointment Setting

I am looking for someone to work with on an ongoing basis for lead generation, cold calling / appointment setting for my consulting business which provides analytics, consulting, exit & growth strategies and fractional services to small to medium sized businesses.   Ideally, the person will find a business owner and see if there is interest and I will contact or (preferably) will get them to commit to a no cost focal point meeting where I can sit down with them to see if an analysis makes sense for their business.  The business model is to engage the business owner with an analysis of their business with a satisfaction guarantee which will hopefully lead to consulting services. It would be preferred to pay commission per converted lead.
