Re write a text file (tsv) based on its contents

I have a tsv separated text file. based on the few contents of that file, the file has to be modified and re written in another folder. The project has to be written in Python (preferable). If not java. I already have around 50% code written. Its a very easy project. My budget is around $30-$40. I would prefer python as 50% code thats already been written is in python.
