Replacement of navigation elements in Joomla based site

The main navigation on our site uses a single (repeating) image for its background plus a left and right (see the 'before' in the attached file). We have a new design (see the 'after' in the same file) that we want implemented for the navigation that has different backgrounds for some of the items. We will provide the successful bidder with the current URL and the Joomla template. We want to the template back along with a description of the changes made for internal review. (The database itself can be provided if necessary, but we feel that a developer should be able to make this change from the template alone. We might be wrong)
