I can do this as I have already done such kind of project in C# and am pretty sure that the same logic can be implemented in java script. The way I see it. A program will be made in java script and php so that whenever the camera/webcam should be started by the program an image should be made and saved. The saved image would then be converted into greyscale. Giving you both the images colored and black and white. Kindly see my profile you won't have second thoughts about me.

hi, in order to convert image to black white, we need to manipulate each pixel of that image, turn each pixel to black or white ( gray ) according to the color value (r,g,b) of that pixel.

We have two straight approaches to analyse: - send the image to a web service that does the deal; - write a custom Cordova plugin (in each platform you offer the app); The first is the best. My cost is a little higher than your request I know, but believe me, it is worthy :) Note: the mobile app scope here includes only the photo taking/web service consumption.
