I can help with that. DNS alone cannot give you redundancy by itself. No matter how many additional IP addresses add for your domain to be resolved to, all of them are sent as an answer to the dns query the client makes, and the client chooses which one it'll use. If you're hosting your DNS server, and based on the software used you can stitch up a monitoring and dns updates, lower the record TTL, and possibly it'll work, but it's a HORIBLE solution. You mentioned and API, so http/https -> best is to have a load balancer (nginx or haproxy) with multiple addresses (from the DNS) and server the API or multiple web servers behind the load balancer. Even better, more resilient solution, is to have two load balancer, on two different servers, both serving the same beckends with the API you want, and have the load balancers IP address into DNS.
