Bulk Email Sending With 70% Inboxing Ratio

Hi Everyone, I need someone who has a great knowledge of email marketing and knows the regulations. Email list is provided (1.5 mil). All email receptions are from US and you should be able to get 70% of all emails into the inbox folder. You need to have an unsubscribe link in bottom of every email and honor all individuals who want to unsubscribe within 2 days. I will let you pick a subject and the email content to send but it must fit my offer. I will pay you when the job is done.
