Time series modelling adaption using k nearest neighnbours

Hi, I am in the process of building a portfolio optimiser however i need to implement time series modelling on k nearest neighbours (Kolanovic and Krishnamachari, 2017, pp.66-) or on (extreme) gradient boosting (Kolanovic and Krishnamachari, 2017, pp.75-). We only have a budget of 23 pound so dont bid if its out of this price range
