Android App Developer Needed

Hi, I am looking for an android developer with experience in application development using the device camera. I have an android tablet and an android phone. I need to use my phone as a camera, and want to view the feed / stream on my tablet. This may be accomplished by building a small messenger that allows one device to do something similar to a video chat.
