Geographic reporting iphone application & web accessible database

Hi, I need help , developing a protoype iphone application and web accessible database that reports when a user has entered a geographic location. For example, imagine rectangle 300KM by 80KM – I want to know who is in the box and who is not in the box at anyone time. When an iphone user, with the app installed on their phone, enters this rectangle, it is reported and logged in a database. The app dates again only once the user has left this rectangle. The database can run reports. The reports will tell me when someone enters the rectangle and when someone enters (their name, email, company, time, date) and then they leave (their name, email, company, time, date). The owners of the database would also be able to push a notification to the app user if they are within the rectangle. There would be two sides to this project, the app and the web accessible database. A bit more information. The app Use would enter their first and last name, email, and company they work for. The user would also be able to select a location from a drop down menu to select the location. The location is synonymous with the coordinates of the above mentioned box. The web accessible database. Administrator can log in and set the geographic coordinates of the box, assign the name of the box and run reports for anyone located within the box. The administrator can also create more than one box (which will be selectable on the app). I am looking for a prototype, nothing pretty but with the above functionality. I am looking to award this bid quickly and have the work done in within a few days. If the application solves the problem I am facing, then we will develop it further and add functionality
