Web App - Coach & Members taks

We need a members Web App built with HTML5 / jQuery Mobile / CSS3 and with responsive layout. Wordpress is required to be used as the Admin tool for updating and managing members [login to view URL] project requires that an administrator providers members with a set of tasks, these tasks are only 3 or for fields. The administrator measured members achievements on a weekly basis (tasks given against results achieved) based on weekly results the admin will push new tasks on a weekly basis. Members receive a notification (email or sms) that their new tasks are ready. Members complete each task by way of keying into several 3 to 5 fields of numeric data the achievements. Could be another txt field for notes Other requirements: If the variance between the task and achievement varies by a variable determined by the administrator (a default say of 15%) then the report is highlighted as an alert. This is a remote coaching web app.
