design a software for our product to show colour combinations

Hello, your description looks so confusing so I'm not sure how to estimate my bid for this probably interesting project. If you have a lot of pictures where my program will scan data to find most used colors... that could be wonderful. But I hope you can provide better probably human-friendly explanation about this.
