Restore website

I need someone to restore as much as they can of a newly acquired domain name. I acquired the name, without the website, and now I want a professional to restore all the site back up, somehow. The latest entry on [login to view URL] is April 2006 with many in 2005. Please tell me how you will do it (the best and most comprehensive method wins) and how long it will take you to do it (realistically). 75% upon restoring the full site, and 25% when, after done with project install a simple backend to the site.
