Complete web traffic monitoring application

I would like you to develop a secure web-traffic application. I do not know if this is possible - or if it has already been done. I need an application which is small in size, and which can be installed on ANY server (linux/unix/windows), the application must be entirely secure read-only (i.e. web host cannot configure/alter) and there must also be a tracking software which collects all the data in a central database - much like a server host would have. The data will be standard web traffic data (eg hits/unique ip visits) etc etc. The purpose of this application is to have an independent, verified and trustworthy application that counts a number of websites' traffic and stats. This information will be pooled together and can be compared pari-passu as it all comes through the same tool. It must be extremely simple (one-click installation) for any web host to add this to their server - without fear of virus!! (not sure how to do this part without giving them the code!) I want to have a discussion with whoever is interested in this project hearing your ideas and feedback, not just automated bids from india/poland etc I will only work with programmers based in Europe/US as I require 100% communication levels and high work quality.
