Email Addresses

A number of marketers are able to get country-specific email addresses to make optin offers. We too want to take that route and we are looking for a software to be written that can collect email addresses from country-specific ISP providers (example: abc @ [login to view URL] - where [login to view URL] is the largest isp in Malaysia). We are not looking for email addresses from search engine results and then filtering out the country-specific ones. We are looking for suggestions on concept and cost.
