Link building on my links directory website(repost)

I have a site [login to view URL] To summarise the site, It is mainly a wholesale site where people can submit their links free of charge and pay to have their site advertised. I want someone who can get us 1000 English sites (can be from over the world, but the site has to be written in english) companies to submit their links and subscription to our site and I want the majority to be Wholesale links. I will check all the sites before accepting them, so I don't want sites that are obviously not legit as I get quite a few of these already. I am open to suggestions for the price of this, but I wouldn't want to spend a lot. I am doing this for two reasons, 1 because I want to get as many links to the site as possible for search engines to get me higher up in the rankings. And 2 because I want people to pay a subscription fee to advertise a Featured link, and people will only do that if I have a lot of links on there as it will be getting more visitors. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). 4) Get the site so it has over 1000 links added.
