I want a site set-up so that Search and Rescue (SAR) members of teams can be entered as a resource and state a skill level of 0-10 for certain experience, training and knowledge.
The reports would be set up for User Agencies to find specialized skilled resources as well as qualified to any degree.
There must be a Team or Agency in which the individual is a [login to view URL] team/agency must have an agency [login to view URL] Agency has a Training Coordinator that submits password protected data about members of their Team/Agency that only they and the site administrator (me) can add/update/delete.
The data is categorized and rated on a scale of 0 (none) to 10 (perfection)
The sum of the values divided by the number of potential categories is their SAR NUMBER. Guides have been created and must be linked for usage by all Training Coordinators.
User Agencies who need resources, must be registered as well. Their password will allow them to search for Teams that carry a Team Score which is the average score of the entire teams registered [login to view URL] agencies should be able to search for teams and/or individuals with certain skills such as "Tracking, Land Navigation, Team Leadership, etc." A report generated for this purpose is the _**key component**_ of this site.
Individuals members are able to see their categories/scores but not able to edit. All memberships must have a valid email.
Entries into the database must be renewed every two years with an auto-responder set up to inform the individual, team training coordinator and the site administrator at the 22 and 23.5 month interval and auto delete old scores after 26 months.
I need html editing capability, and I am restricted in knowledge to the use of FrontPage.
I require a very brief daily progress report.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
The program needs to operate in all 3.0+ versions of Internet Explorer and Netscape", "Linux" or "Windows server platform is the choice of the coder. I will need to know if shell access to the site will be required.
