Create a SIMPLE website that acts like an expert system

I need some one to create me a very simple webpage example of a Expert System (using a database model that acts like a binary decision tree. See attached data model (my attempt, cant guarantee it works, you may need to make modifications) You do not need to actually use the decision tree algorithm, but it should act like it at least. See attached PDF files. The site does not have to be fancy (I do not expect CSS, graphics, etc - but if you wanna add them, that is great). It needs to just have the correct data model and correct functionality. I am looking to create a very simple virtual IT consultant example Problem -->Questions ---> Solution Here is how I envision the user (This is NOT a standard help desk support system with a telephone operator). This is a Virtual assistant! 1.) A User selects a module (e.g. Anti-Virus), OR enters one or more keywords. From either method, a number of problems are listed. If a user selects a module, all problems related are listed. If the user instead enters keywords. The list is dynamically changing. User double clicks a problem from the list, or clicks start button and the decision tree process starts. User traverses the tree (yes/no questions) until they reach a solution. Note: A solution has a memo of text, but it can also have 0 or more media types (Video, Audio, etc.) with an Url to each.
