Receive email in MySQL

I need a program in PHP/MySQL. When some one send an email from any email (yahoo, hotmail, gmail, pop3, any) to my private domain email address, it must save into MySQL database and then generate auto ID and send back that auto ID to the sender for reference. e.g send email to , email save in to MySQL Database and send back auto id to name. NOTE: email can contain special characters, attachments,.... ADMIN SIDE: admin can view all received emails from database and then reply one by one and when reply, a replied email send to sender. My Budget is too low, less than 50. Looking for reasonable bid and serious developer please. No time wastage. Thanks
