We have used Viber API for one of my project before, which use to extract messages from Viber and whatsapp and after processing them stores them into our database. What you are asking for is much simpler.

I have a WhatsApp bulk tool already available: Features: - Login system - easily translatable (separate files) - Send and receive message / image / video / audio / location - Message logging (You can see if the user seen the message or not) - WhatsApp account management's (add, edit, delete, import, export, login check, block check, manage profile picture) (register a WhatsApp account) (ability to set send type, for example: only images) - WhatsApp contacts management's I have the system ready for shows (Add contacts to groups) (add, edit, delete, import, export, profile picture, last seen) - WhatsApp automatic number creation tool (By country) (generates numbers and adds to contacts if valid) - Dashboard of several statistics - Bulker (queue messages / images / videos and send on timely interval) (ablity to put number prefix and suffle on each message) * You can have individual chats with contacts * Settings and cleaning functions * All messages are sent with a timed rotation system (If a channel sends, it will be put last in the queue again) * Generates from 1000-1500 contacts / hour Note: the application is buit with Php, Javascript (jQuery & Ajax) with a Bootstrap 3.0 design and using OOP programming *High quality* Note: Up to 100.000 messages / 30.000 images in 24 hours can be sent
