Joomla Classifieds Modification for "need / offer a lift" website

I want to create a small "need / offer a lift" website like maybe [login to view URL] or [login to view URL] . I really want this website to be based on Joomla, as this project might start of from already existing components (Classifieds or Ads Manager). I can provide a list of the cities I want to appear, want a basic and an advanced search form, also a user interface where everyone can edit / post his/her needs/offers. Also I want a basic layout, maybe with some logo design as well. Mainly I'm interested in the backend programming. Everybody coupable in programming this is free to post an offer, I'm not accepting very low bufget, non credible bits. Please only serious bidders, as well I want you to send me something from your portfolio!
