PSD design to Wordpress theme

The project is to have a PSD file converted to a Wordpress theme. The theme must be CSS table less, width flexible and be able to accept widgets and other plug-ins. There will most likely be 3 different page layouts (homepage, interior page, 404 , etc). The image on the pages would need to rotate depending on the interior page and the images on the front page will rotate randomly.
