Web site with CMS for a School Responsibility Project

We want a simple and fast web site for a school books support project. The web site will have approx 9-10 front hand pages. This project is a non-profit social responsibility project for local schools to list their book needs. No membership requested for users. Admin lists book needs which are created by visitors by filling a form. Admin approves. Approved requests show up on web site. Admin creates supporting organizations records on backend. Admin changes status of a request to ‘Supported’ when support is realized, selects supporter, adds support info. First phase : support will be collected for three titles of books. Quantity of request will be recorded. There should be two main database tables : - Requests (Which is recorded from a web form in frontside and edited on backend) - Supporters (Which is recorded and edited on backend. We want a very fast and reliable design of coding and graphics. We have mock ups of pages which will be delivered to winner. Time of delivery and cost is very important as it's a non-profit project.
