We would like to offer our users of our weblog service a windows tool to select, encode and upload movies to their personal weblogs.
We already have a tool for selecting, resizing and uploading pictures available. We have the source code (Delphi) available. Please take a look at the attached image for a screen dump of the current tool.
The tool should be downloaded by our users and then run from hotel lobby's / internet cafes and the like.
The requirements include :
* must be based on current available Delphi source code of the picture tool
* no dll registration/install necessary. preferrably just one .exe file. An second program (for the encoding like [login to view URL]) is allowed if really necessary (one .exe download is best for usability).
* usage of open source ffmpeg or similar video encoding library
* user must be able to select .avi file or other movie format supported by ffmpeg movie file
* all movies will be encoded to flash7 format with 320x200 pixels, 15fps and mono audio 22024Hz.
* encoding takes place after user has pressed 'Upload files'
* while encoding, a status indicator is visible as a feedback
* encoded flash files will be uploaded in a similar way as the pictures are uploaded in the current picture upload tool.

As the standard ffmpeg library is really large, we ask a solution to compile ffmpeg with only these input formats, so the download size could be less than 1 MB :

Wish list :
* Simplicity, very high usability
* Download size : smaller is better (<1 MB if possible)
* Encoding speed : higher is better
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

About the Delphi source code :
It is intended to be built with Delphi 7. It requires some additional components to be installed in Delphi (all free). They are:
