Joomla User DB Extended Functionality - reposted

This is a repost of a previous project. The contacts I was getting were NOT answering my needs so I will write more here this time. CMS - Joomla and Community Builder. YOU MUST HAVE SOLID JOOMLA AND COMMUNITY BUILDER knowledge. This is for an International Association with more than 60 chapters in almost 30 countries around the world. We have Joomla and CB built already but our need is for an interface that is more robust than what Joomla and CB provide. We need to interact with the user database from Joomla/CB to create specialized access for chapters to access their own members information, and do other tasks with this information. We need more management groups. And there is more (details will be shared to the prospective provider). We feel that this will require programming specialized PHP scripts to perform these various tasks. From what we have seen we cannot do this with the way Joomla and CB are currently constructed. The sad part is that we need this to be done in the next 1 to 3 weeks so I would rather not wait a week for a freelancer to come on board. When you submit your proposal you MUST provide references to work that shows your Joomla and CB experience but more importantly that you can do work that is outside the normal access parameters of Joomla and CB. References are important for your proposal. If you are in the US (Detroit/NY area), Canada (BC) or Australia (Perth area) it will be helpful for coordinating with our team members. BUT this is not a requirement. You must be ready to start work immediately and you must be a good communicator. We expect you can do the bulk of your work starting the week of Oct. 16th and get the bulk of it done by the 23rd. I am prepared to give you a full briefing by email and/or voice chat by the 13th if we can strike a deal. Payment - PayPal (thru Freelancers escrow service). 50% paid by 23rd if work done by then to our satisfaction, 50% by Nov 1st when we have passed this by the clients for their approval. FUTURE OPPORTUNTIES - this is not the end for this project. It is anticipated that there will be some ongoing design work on this project (both graphic work and specialized programming work).
