Add cookie test and override option to php redirect script.

Attached is a simple redirect script. It takes one param, looks that up in the table, then generates html output using three variables (url, title, desc) from the table. This project is to add these features: * test for the override cookie, and if it exists (e.g. an override has been done in the last 30 days) then do not do the override describe below * Look in the table for table entry named "override" and, if that exists, and the url value is not "" then use this url instead but use the title and desc values from the correct record * Set a 30 day cookie to say override has been done * use header cache setting so that if the user uses back button or other way to go back to the page it reloads
