Google ADs Accounting Management Application (API)

I want to develop an accounting management widget (an app would be future consideration) that will tap into Google ADs budget and campaign-related data. Through this application, users will be to : 1) Calculate the optimal daily budget of their campaigns based on weighted budget appropriations. 2) View their total and campaign ad spends relative to monthly spending limit ("CAPS") 3) Calculate the optimal daily budget of their campaigns based on cash injections during the month 4) Calculate new monthly spending limits based on daily budget revisions made during the month 5) Automatically apply surplus or deficits to base budgets at the beginning of month This will be a first-in-the market application. s Must have Google ADs API development experience and an understanding of how daily budgets and monthly spending limits as they apply to Google Ads. Next step will be to go over my concept with the selected candidate(s) via a conference call to determine feasibility and costs
