PHP admin panel extend

Hallo i have php admin panel for my personal website need to be extended . i can see the emails received from dashboard : extend need is: - i should be able to send emails as well from the admin panel not only see received emails . - upload fils feature , i should be able to upload files , the files should b stored on folder name : stored documents on the server : files should be able to open and download and print it . from admin panel dashboard . and when i click on the files should i see the list of files as big icons , the list cold be folders or files or doc or photos , etc.. - add place on the dashboard it is name "Brief" where i can find text box template like this one : [login to view URL] so user can edit and save or download this file. - add button to open calculator from dashboard . - there is add user feature on the panel i want to extend it to enable permissions for this users . - able to access the panel . from different link and able to change the name . - convert it to mobile version so the menu on it should be easy to be read from mobile . in the end i should be able to use this panel version for different devices or for different users on different servers . budget is not that much so please bid the exact price after read thank you
