PHP Algorithm bugs needed for url rotator add rotator - Pixels Postback tracking conversions needed URGENT

I have a database with 400 urls geo targeted countrywise or worldwide its a url rotator ad rotator service based on Php codes in [login to view URL] & [login to view URL] [login to view URL] get campaign by user IP and redirect to another page when a ip comes in php should decide which url to pass on to this IP country wise , worldwide, etc and i think the traffic distribution is not working problem the problems php is sending traffic not as we want and it has some bugs In it we want to fix this bugs and and make [login to view URL] + [login to view URL] more intelligent traffic should be distrbuted equally 1 by 1 until last then re loop it for this need to create some kind of table or tagging untill we select or decide which campaign to send more traffic extra traffic CampaignID =1 should only recv traffic when there is no campaigns to serve but now many traffics are being server to CID=1 NOTE: using New algorithm you rewrite it, use memcache or predis to cache Geo DB, apc to cache php so it does'nt need to be re-rendered ADD:1: need to add pagination in one of the PHP named [login to view URL] this is a WP plugin page ADD2: need to add postback pixel conversion for tracking income
