upload system

We are looking for PHP talent, master, ninja to develop a SIMPLE upload file management system. To make a long story short what i need is a PHP system (with or without MySQL) like an "FTP" client (upload files) There is tons of open source ready system, some of them too complex for my needs I'm working few years with ProjectSend, which is a very nice system. But there is several missing functions, for example, there is a "Groups" in the ProjectSend, but unfortunately it does not mean anything. Here is a list of what we need 1. Admin User a. Create client/users b. Create group c. Assign user/client to group d. Create Group Admin e. Create Admin username f. Can browse and download any file from any “folders” g. Can upload any file to any “folders” h. Can delete any file from any “folder” i. Set default expiration (days) for uploading files j. Can reset user’s password 2. Group Admin a. Can Browser (sort by file name, date) and download any file from group’s members “folders” b. Can delete c. Can delete multiple files (in the same folder) d. Can delete multiple files (in the same folder) 3. Client / User a. Can upload a file (the system should check the MIME type to ensure the integrity of the file) to his own “folder” b. Can browse and download his own files. 4. Logging System a. Admin will be able to see a logging (user login, uploaded files) If you are interesting please give us a winning price and we’ll start asap. The upload file shuold have a progress indicator. The system should be nice design (no need graphical but some CSS). The system should be W3C valid (XHTML, CSS) and should look and work same on Windows & Linux brosers (IE, Google Chrome and Firefox)
