website based around users current location

Hello I want a website that does the following: * user access website on their phone * landing page of website will show basically a full screen map of the city they are in * user clicks button to 'pin-point their location' on the map (or can touch the screen to mark location) * from a drop down list of possible "issues", user selects one of 7 or 8 options * user then clicks submit On the backend side of things i want: * accounts for my clients * clients can log in and see notifications sent from users (eg. location and issue type) * this is a graphical display * client can record details against each notification (eg. who was sent to issue location, when etc) * some sort of colour coding system so client knows what has / has not been actioned * when a notification is sent by a user, the client receives an alert via email (so client will need to be able to update their account with addresses where notifications are sent) I do not want an app - this is just a straight website .. user goes in, finds their location, selects an "issue type" .. clicks submit and they are done - no login, accounts etc Similar functionality possible from a desktop PC. user can decide to visit website. pinpoint a location on a map, select an 'issue type' and then click submit I realise that websites will ask to be allowed to use location.
