Write some Software

I want someone to write a code which can get the list of all peers connected with a given torrent files. In short I need someone to decode the tracker file(I guess tracker is responsible for the same). I want this script to be written in php/python. Don't need very huge GGUI with just a basic form uploaded through which I can select multiple torrent files. I need the records of the connected peers to be saved in the database. I would like to listen any inputs which can help me make it better.
