I have experience using piezo-electric elements as ultrasound transducers and Surface Acoustic Wave transducers for various microfluidic applications. Transducers may be fabricated in the 100 nanometer range in one or two of the three dimensions but picometer dimensions are not possible since this is approaching the atomic unit cell size of most piezo-electric materials. Transducer power is proportional to size so devices in the proposed size range will be very low power. A device much smaller than 2mm dia. x 200uM won't be able to provide very much acoustic power. If you can provide more details about the application, I will be able to direct you to the right transducer technology.
