Build a mass manpower team

Our company is looking to have a huge manpower team of about 10000 vendors for vendoring purpose of almost uneducated or labour [login to view URL] be a manager(qualification doesn't matter,should have ability to handle and get their teams job done,should be reliable)handling each 100 vendors and a head who can handle that 100 manager of 10000 vendors. Recruitment will be in variois districs as 100-200 vendors per districs. Recruitment process should be immediate withing 15-20 days. Mode of payment to vendors will be sallary based and target based. Managers sallary would be 15k+ Vendors sallary 8k+
