GIS / Python - Night Light Analysis Tool

Hi, I'm GIS developer and has been working with python scripts for 6+ years. This is an exciting compact of a project so would be glad to work on it. I would do this completely without arcgis using opensource python libs if it is not a requirement. I have some questions: How is the average luminosity calculated? Plain arithmetic mean of pixel intensities for the given area? Or other algorithm? If latter, will you provide it? Regarding the pdf coropleth map. What are the areas to color? Only those on the parameter list? What are the color scales? Predefined? Automatic? Maybe from a config file with RGB codes? How many admin areas are there on the different levels? As I see there are huge number of areas on the lower levels and calling the script with 'all' param on this level can be memory intensive. Can you send a sample of the admin areas as well as the nightlight raster? Regards, Csaba

I understand that this will run on ArcGIS. I assume that you'll provide sample data, both raster and vector for tool creation. I'll need 3 days for tool development, 2 days to setup ArcGIS (I don't have it ready now) and want to keep another 2 days in reserve. Hope you don't want this to be done on specific version of ArcGIS. Are you planning to run this tool in ArcMap wherein input and output data will already be the part of an open map document?

It seems like you need to run a change over time analysis on your rasters. I would propose creating a hot spot tool that would generate hot spots from the rasters based on the amount of night lights. The tool can be run over time to show changes based on days, weeks, or months, to account for seasonal variations. I have a MS in GIS and have extensive training in ESRI's ArcGIS software. I can create a tool for you to run in either python or ArcGIS.
