NEED A PYTHON PROGRAMMER OR BASIC IA PROJECT

Greetings. I am looking for a programmer, specifically with knowledge in Python or something similar that allows you to program an Intelligent Software. I'm not looking for something too elaborate, It is a software with the ability to deduce the language level of a student. The programmer would receive credit for his/her work... First of all, I clarify that DON´T NECESSARILY HAVE TO KNOW THE LANGUAGE, because I would take care of that part. The language to evaluate is Chinese, specifically HSK and HSKK exams, BUT as I said before, I'm just looking for a person who makes the model/mockup of a chat bot and a simple selection section. The Software would have the ability to deduce according to the answers if it can continue doing the test (advancing levels) or if it has already reached its maximum capacities. Of course, should welcome at the beginning and show at the end, what result got, that is, at what level it corresponds... As a plus, it's not mandatory, would like to show at the end a sample of the errors or a message of what to improve to reach the next level, according to failures (I would indicate in which cases are considered failures).
