Link Building White Hat only! How many can you do?

I would like to do a little reverse bidding setup here. I have a 2 week budget of $30 (so I have $30 until December 15 to complete this). How many backlinks can you get me for that amount of money. Must be all white hat, I have outlined some rules below, but basically just keep it clean and proper, no dirty tricks please! All Links must be related to the topics of my website which will be provided via PM. 1. No link farms, link-exchange programs, strictly no FFA's, gambling, pharmacy, illegal, porn, violent, or hate-based, guestbooks, classifieds, dynamic links, spam sites, or generally black hat links. 2. All links must be indexed by robots, not blacklisted from Google. 4. The linking page has to have no more than 20 outbound links. 5. All links must be static, plain, standard a href type links (no cgi etc...) and direct using provided anchor text 6. Al links must be indexable by googlebot. no rel="nofollow", [login to view URL] blocking and the like 7. Link page must have a recent Google cache; no less then 30 days old. 8. No hidden links. All links must be visible and readable. 9. No sites using dynamically generated links, MouseOvers or other PageRank-hoarding tricks. 10. Non-reciprocal links only. One way links although 3 way exchanges are fine 12. Links should not be from framed pages or cloaked links 13. Links should not be through a javascript 14. Links should not be through a redirect script 15. Links should not be on Flash sites or pages 16. All links should be free and not paid links. 18. All Links have to be on sites which are NOT penalized or banned by Google 19. All links have to be new, links from websites that already link to my site will not be counted 20. Page containing link must be listed in Google's Cache 21. No use of Automated software (e.g., Zeus, Arelis or others) 22. Links must be permanent and remain active. 23. Links Must be from different, geographically diverse, Class-C IP Addresses Finally: · I will have the final say on whether to accept/reject a link, · NO PR PUSHING OR TRICKS · Links MUST be from domains that have at least 20 Backlinks themselves! · You will provide an excel spreadsheet containing Link site exact URL (clickable hyperlink) - Site Name, Site Type, Google Page Rank and IP address. This should be a fun little thing. I would prefer that links be PR2+ (at least that's what I'm thinking). Let me know if you have any questions!
