Need top ranking SEO for new business site(s) (insurance)

I have a few insurance related sites that have done ok with search engines in the past but now I want to go guerilla marketing on the net for this category: HEALTH INSURANCE This is a very competitive category and it will take a SEO genius to get a site ranked on page 1 of google (organic rankings) but what I am wanting to do is to start a new site from scratch that is NOT linked to any of my existing sites (so as to avoid sandbox problems with them). I know that there are several different techniques available to soup up new sites for google, so if you are into this kind of SEO marketing, then please feel free to bid. We can have variations on the health insurance theme--for example, we can break it down by state because really there are only about 10 maybe 12 states we really want to do business in in the first place and the problem with having high rankings for the most generic term is that we get way too many people from states where we are not even licensed. So what we can do is to have one site just for south carolina, for example, or whatever it takes to be effecient in that category.
