HI, I can convert your excel file to an Access or SQL Server database just fine, including all the information. Access the database from a Tablet is another story, it will depend on the OS of the tablet is Apple, Android or Windows, maybe it should be a Cloud Database, that can be accessed from any Mobile Device I'm willing to do a proof of concept of the conversion from excel to database without being awarded just to take the risk of selection out of you.

Dear, as a first step I would recommend doing an Excel macro to enter the data to an access base. the 2nd step would be to program on the web page the upload of an excel file to the database, so they could do it from tablets. Obviously paying hosting and domain you as owners.
