MySQL DNS server written in C/C++/perl or maybe even PHP

Would like the chosen freelancer to build a DNS server that responds to NAPTR queries ONLY. It should have the ability to only allow connections from a predefined list of IP addresses (therefore it should always check connecting IP against a database) and it allow/disallow the connection. It should then check the query against a database and format the output so its according to RFC. here's an example of a query that will produce a successful output: dig -t naptr [login to view URL] You would be free to use any lightweight existing libraries or code.
