Offline Twitch Vod Watcher Software

I would like an application that takes a twitch vod URL, downloads that video in it's highest quality, downloads the chat to go with it (applications exist to do this), and then the video is able to be played and synced up with the chat. Attached is the view that I currently have when watching Twitch vods online, which is amazing. I can position the chat anywhere on the screen and apply transparency so I can still see the content underneath. However, these Vods are reaching their 2 month deletion time and so I'll need to download them to watch them later. The main request here is the watching of the video and chat at the same time. Programs exist, like Twitch Leacher, that allow you to download the entire VOD and chat into a text file, however I have been unable to come up with an elegant way to combine them for watching. It may be easiest to just use these tools and then just create an application to display them, but in the case if it's better to have the program keep track of the downloads itself for syncing purposes, then feel free to do that. The application needs to run on windows, but it can take any form you like. Be that a native windows application, a command line tool, local web server, VLC player e.t.c. I just need that final output functionality. Prefer to have the source code loaded up onto github or something for editing. And the UI can be as pretty or as ugly as you like, again just looking for that main functionality. Let me know if you need more details. Cheers.
