Guidance on buying IPV4s and creating a proxy network!

As the title describes I am looking to create a proxy selling business but simply need IPv4's. I am fairly educated on the subject but need someone who can greatly handle this project and guide me on where to buy said ips as well as creating them into proxies. Will pay a good amount! Only qualified users, please. You will guide where to buy IPV4s and will then create them into useable proxies!
