Updating look and feel of a Joomla site

I have a digital signage/advertising company. I put together a joomla website by myself [login to view URL] . I had my graphic designer do some basic banner adds for me along with some flash images but she does not have any joomla/web design experience. My issues and short term goals are as follows: The whole site right now is basically all text and I would like to turn that basic text into more of a polished "graphic design" look. Incorporating pictures and other graphical elements would ultimately help with breaking that up. My long term goals are as follows: (keep in mind that you would initially bidding on my "short term" goals for this project. I would just like to explain my long term goals for the freelancers out there that would like to continue to work on this ongoing website project.) The concept of the business is to sell advertising spots to local and national companies on digital signage monitors such as LCD's in my network of public venues. They have two options on how they can get there digital ad created [login to view URL] can create it themselves and send it to me to put on the screen or 2. I have it professionally created by my designer and then put it up. I would like to have a section on the website that allowed for a potential client to create a user profile then get directed to a page that gives them the oportunity to creat the ad through some sort of editing tool or they will have the option to upload a ad that they already have created, keeping in mind that it is made to our company specifications. From there they would select the time frame that they would want to run the ad which they would have the option of 1 month, 3 months, 6 months and 1 year. Each time value will have a Price associated with it. They would then pick the digital sign that they would want it to run on EXAMPLE. The 32” LCD located in the gym on main st. Once they make their selections they will be able to pay for the advertising through paypal integration within the site. There is a company that has a website that is doing something very similar. I am thinking the best freelancer for my needs will be someone that is capable of providing the services that I mentioned above, both short and long term.
