enhance video encoder application-2

We need c#/ vc++ expert to enhance our app similar to windows media encoder application (not based on it but based on windows media framework and directshow apis). It supports streaming windows media services and works well. We need expert to enhance it and make it similar to expression encoder software so that it can support IIS smooth streaming server and also support streaming to iphones, and androids as well simultaneous to media player and silverlight similar to expression encoder without using expression encoder apis. to be given: complete vs 2008 compilable source. deliverable: compiling and running vs 2008/2010 app as per the requirements.
