Custom Application Manager

I am looking for someone to help me build a management application to handle some apps on android devices via remote desktop using teamviewer. The application must be able to run on Windows 7 and be automated. The application has to be able to detect certain events such as but not limited to: Freezes, pauses, and crashes that occur within application and react to accordingly by; resetting if frozen by any means even if it means restarting the device, resume by performing action if detected paused, and resetting if a crash occurs back to working position.
