Hi, I'm a python expert and SQL expert. I had accomplished many data projects including data migration/transformation from various source to destination using pandas or pyspark. (if your csv files are in HDFS such as ADLS) For your project, I suggest to use python to read csv files, then we can do some cleansing, and transformations (if required such as merger or join) by pandas which is a powerful and high performance data transformation and analysis library. Finally, we will use psycopg2 to write to PostgreSQL databases from there you can do more aggregations by views or UDF. There's only one question is, did your PostgreSQL set up already? If yes, then we don't have any blocker. My hourly rate would be 50$. And I can make a detailed timeline including design, coding, testing, UAT and documentation after I have a clear understanding of the requirements (feature or non-feature).
