I have coded a game which is similar to connect 4 game but the difference is that the winner is determined when the board is full. the score is starting by counting if 2 points for each player if 2 vertical or 2 horizontal and 1 point diagonally. I have the code but I do not know how to design a good evaluation function.

Am good at algorithm design and have done similar work (like the design of a sudoku solving algorithm). From your problem description I understand that you only need an algorithm to evaluate the winner at the end of the game. Given a chance, I believe I will be able to implement it.
