WPF User Control / Open Street Maps

Hi, I am looking for someone who can create a user control in WPF that will use Open Street Maps. I am looking for a couple of customization features in the control:- 1) A Mode Property This will be either set to ViewOnly or UserInteractive In UserInteractive mode, the user will be able to click on the map to set a marker at the new location just clicked. This location will then be available in properties in the user control for 'LastLocation_SelectedByUser'. In ViewOnly mode, the user will not be able to do the above, or rather the properties in the user control for 'LastLocation_SelectedByUser' would not be set when the user clicks the map. When clicking the new location, a marker for the Last Location Selected By User should be set on the map. So should one be previously selected, then it will move the old marker to the new location. The control should also support the following properties for setting the initial map location:- 1) Latitude 2) Longitude 3) Zoom Level. 4) Marker Latitude (can be null - if so no marker initially drawn) 5) Marker Longitude (can be null - if so no marker initially drawn) I have lots of projects available, so I am looking for best price and time for this project.
